• Buildings under construction where the entire building is not habitable yet
• Permanent roofs built to provide protection against the weather, but do not provide an enclosed space. For example, carports (including attached and detached carports), veranda, picnic shelters, bus stop, etc.
• Buildings missing walls
• Roofed and unroofed seating areas in sporting arenas
• Attached decks without roofs and walls
• Attached balconies, patios, and verandas
• Water towers
• Monuments that are buildings, and buildings with monuments on them

• Central courtyards if only ground level paving or grass
• Surface level raised platforms without any other structure to them
• Storage tanks and silos
• Pedestals with or without statues
